Phil’s Quick Capsule Review:
Frustratingly there is an amazing hard boiled British noir in City of Tiny Lights busting to get out and up until the ending it almost pulls it off.  Almost.  It’s not the cast (well not Ahmed at least who is excellent) or the cinematography which drips of Neon lights and hardboiled locations. It’s not even the script (although the disappearing voice over is odd) which does a workman like job.  It’s just that all these elements never quite come together to be greater than the sum of its parts.
